This assumption is put in question by making the following observations. Democracy is governance in view of equality. Governance is an activity in groups or institutions. Conclusion/Recommendations: Institutions function for ends or intentions. The only group with equality as its primary intent is state. The result is that democracy is required for governance in view of equality only in the state.
